Costs, fees, and licenses for PMR radio
Using PMR (Private Mobile Radio) on licensed frequencies requires paying application fees when submitting the initial request, annual fees to maintain the authorization, and — for mobile networks — additional contributions for the assigned frequency use.
Application fees
The application process is the first step to obtaining a general authorization and the right to use PMR frequencies. Key costs:
- €100.00: projects covering up to 3 frequencies (or frequency pairs) and links within 30 km or a single province.
- €200.00: projects covering up to 6 frequencies and links up to 60 km or across multiple provinces.
- €500.00: projects covering up to 12 frequencies and links up to 120 km or within a single region.
- €1,000.00: projects covering up to 16 frequencies and links up to 240 km or across multiple regions.
- €3,000.00: more complex projects or those that do not fall within the categories above.
Annual fees
Annual costs for maintaining frequency rights and regulatory oversight vary according to project complexity:
- €150.00 – €5,000.00: amounts determined by the number of frequencies and the geographic scope of the service (administrative fees for oversight and maintenance).
- Per-device fee: €30.00 for each fixed station (excluding the first) and for each mobile or portable unit up to the hundredth; €15.00 for each unit beyond the hundredth.
- Scarce-resource usage fee: for mobile networks, an additional annual fee applies per channel and per service area. Depending on bandwidth and geographic extent, this can range from a few hundred to several thousand euros.
Temporary authorizations
For authorizations lasting less than one year, the fee depends on link distance and is due per channel for each fifteen-day period (or fraction thereof):
- €300.00: links up to 15 km.
- €500.00: links up to 30 km.
- €800.00: links up to 60 km.
- €1,500.00: links up to 120 km.
- €2,800.00: links exceeding 120 km.
Exemptions and reductions
Certain organizations are eligible for fee relief:
- Exemptions: Protezione Civile, Croce Rossa, volunteer organizations, emergency medical services.
- Reductions: up to 80% for educational or rescue activities, 70% for medical rescue services, 50% for public bodies such as local health authorities (ASL).
License-free radios
PMR446 radios, operating in the 446 MHz band, require no license or fees. They are suitable for short-range communications where no dedicated infrastructure is needed.
Ministry licensing procedures
Radio system licensing in Italy is managed and authorized by the MIMIT (Ministry of Enterprises and Made in Italy). Teleproject handles all Ministry applications on behalf of the client.

How long does the authorization last?
The standard validity period is 10 years. Renewal requires submitting a new application. Annual fees must be paid to keep the authorization active.

The total annual cost is the sum of: the application fee (first year only), the annual fee based on the number of devices and system complexity, and any frequency-use contributions based on link distance and bandwidth.
What if the installation changes?
Any changes must be reported to the MIMIT using the appropriate forms, any additional fees paid, and the updated authorization received before implementing the changes.
