  • Coordination across agencies and emergency services

    During an emergency, law enforcement, emergency medical services, and fire crews respond together, often on different radio networks. You need a control room that lets them communicate in real time from a single operator position, without missing a call.

  • Confidential communications

    Public safety communications carry sensitive data. They must be protected with encryption and access control, and the data must stay within the customer’s country. Cybersecurity is a baseline requirement, not something added later.

  • A lasting investment

    The system has to last for years and be maintained without service interruptions: what matters is component quality, technical documentation, and scheduled maintenance.

The systems we build and integrate, from the control room console to the terminals carried by the crews in the field.

  • Control room and operator positions

    • Dispatch consoles and operator positions, with headsets, microphones, and PTT buttons

    The control room operator takes the call and works from the Respondr console, the IP dispatch platform that brings the radio networks of every agency and emergency service into a single interface. From one position, the operator can talk to every team involved.

    Police, emergency medical services, and fire crews operate on radio networks built to different standards: TETRA, DMR, and P25. Respondr brings them together on the same console, so the operator can coordinate the response without anyone having to replace their own equipment.

    In the field, crews stay in contact through their issued radio terminals. We supply, program, and maintain the teams’ radio fleet as an authorized reseller for Motorola Solutions, Hytera, and Kenwood and the exclusive Funktronic distributor for Italy.

  4. The control room tracks teams on the map

    From the control room, the operator tracks each team’s position in real time. The GPS location built into Respondr shows where every vehicle is, helping direct the response and protect the safety of crews in the field.

    Respondr’s built-in recording system stores all radio communications from the response, with the date, time, and channel of every call: each event stays documented and searchable, so you can reconstruct exactly how it was handled.

The questions we are asked most often about this type of system.

Can each agency decide which talkgroups to share with the others?

Yes. The radio networks stay separate and each one stays under the control of its own agency: we connect the control room console to each network through a dedicated gateway and create the shared channels the agencies coordinate on. Each administration decides which talkgroups to make available on the shared channels and which to keep reserved for its own personnel; the operator profiles then set which networks and which talkgroups each operator can talk on. The agencies are linked at the console, not between the radio networks, so nobody hands over control of their own network.

What happens if the control room becomes unusable?

The crews keep talking to each other over the radio, because the radio networks work without the console: what is lost is coordination between different agencies and centralized call recording. That is why we provide a standby position in another room or at another site, with audio routed between the two control rooms, so an operator can resume the service from there. The standby position has to be tested periodically while the system is in service, not only on acceptance day, otherwise nobody knows whether it works when it is needed.

Do you need your own radio network in order to have a control room?

No. The control room console connects to the radio networks already in service at the agency and, where there is no professional radio network, to PTT communications over the cellular network: the Respondr app for Android and iOS works over Wi-Fi, LTE, and 5G, with multi-operator SIMs that we supply or that the agency already uses. The platform is installed in the cloud, with the data staying in the customer’s country, or on the agency’s own servers. The limit to account for is that communications over the cellular network depend on the coverage and service of public operators: where continuity cannot depend on third parties, a dedicated radio network is still necessary.

Which requirements are worth setting out in a tender specification for a control room?

It is best to start from the operational outcome: which radio networks have to reach the operator position, how many operators work at the same time, what has to be recorded, and how long the recordings must be retained. On the technical side it helps to require a radio coverage study with field measurements, encryption of communications, role-based access control, and traceability of every operator’s actions. On the company requirements, state the quality management system certification and the SOA qualification for telecommunications works: Teleproject is ISO 9001:2015 (IT23-06005A) certified and SOA OS 19 Cat. II (N. 27204/16/00) qualified.
